The Law Nº 24.588, call of Guarantees, sanctioned November of 1995, 8 established the interests of the state in the city and it fixed an autonomy restricted for the same one. June of 1996, 30 were chosen Government's Boss for the first time by vote of the citizenship in the history of the city; being edited the Constitution that will govern it later on.
